1. Purpose
The Curriculum Approval Framework establishes the standards, procedures, and governance for the development, evaluation, approval, implementation, monitoring, and periodic review of caregiver education curricula delivered under the authority of the National Institute of Caregivers (NIC Nigeria).
The Framework ensures that all approved programmes produce competent, ethical, and practice-ready caregivers while maintaining consistency with national priorities and international best practices.
No curriculum shall be delivered under the accreditation of NIC Nigeria unless it has been approved in accordance with this Framework.
2. Objectives
This Framework seeks to:
Establish national curriculum standards for caregiver education.
Ensure consistency in learning outcomes across all Accredited Training Partners.
Encourage innovation while maintaining minimum competency requirements.
Support competency-based education.
Promote continuous curriculum improvement.
Ensure graduates possess the knowledge, skills, and professional behaviours expected by NIC Nigeria.
3. Scope
This Framework applies to:
NIC Nigeria-developed curricula.
Curricula submitted by Accredited Training Partners.
Revisions to previously approved curricula.
New programmes proposed under the authority of NIC Nigeria.
Future specialist, diploma, postgraduate, and continuing professional development programmes.
4. Ownership of Curriculum
NIC Nigeria recognises two categories of approved curriculum.
4.1 NIC Nigeria Standard Curriculum
Curricula developed and maintained by NIC Nigeria.
These represent the official educational standards of the Institute and may be licensed to Accredited Training Partners for delivery.
4.2 Institution-Developed Curriculum
Curricula developed independently by Accredited Training Partners.
Such curricula remain the intellectual property of the submitting institution but must receive formal approval from NIC Nigeria before being delivered as accredited programmes.
Approval by NIC Nigeria confirms compliance with required educational standards. It does not transfer ownership of the curriculum.
5. Curriculum Principles
Every approved curriculum shall:
Be competency-based.
Promote safe caregiving practice.
Reflect current evidence and accepted standards.
Respect the dignity, rights, and diversity of care recipients.
Integrate ethical and professional practice.
Include both theoretical and practical learning.
Prepare learners for supervised internship and professional certification.
6. Minimum Curriculum Components
Every curriculum submitted for approval shall include:
Programme title.
Programme rationale.
Entry requirements.
Programme aims.
Graduate competencies.
Learning outcomes.
Module structure.
Lesson plans or syllabus.
Contact and learning hours.
Practical training requirements.
Assessment strategy.
Required learning resources.
Completion requirements.
NIC Nigeria may prescribe additional requirements for specific programmes.
7. Curriculum Submission
Accredited Training Partners wishing to use their own curriculum shall submit:
Complete curriculum document.
Mapping of learning outcomes to NIC Nigeria competencies.
Assessment methodology.
Teaching methodology.
Practical learning arrangements.
Quality assurance plan.
Supporting reference materials where applicable.
All submissions shall be made through the NIC Nigeria Curriculum Approval System.
8. Curriculum Evaluation
NIC Nigeria shall evaluate submitted curricula against established standards, including:
Relevance to caregiver practice.
Coverage of required competencies.
Accuracy of content.
Alignment with NIC Nigeria standards.
Quality of assessments.
Practical learning opportunities.
Learning progression.
Programme duration.
Student workload.
Educational resources.
The Institute may request clarification or additional documentation before reaching a decision.
9. Curriculum Approval Decisions
Following evaluation, NIC Nigeria may issue one of the following decisions:
Approved
The curriculum satisfies all requirements and may be delivered under NIC Nigeria accreditation.
Approved with Conditions
The curriculum is substantially compliant but requires specified improvements within a defined timeframe.
Revision Required
Significant amendments are necessary before approval can be granted.
Rejected
The curriculum does not meet the minimum educational standards established by NIC Nigeria.
Reasons for rejection shall be communicated in writing.
10. Validity of Approval
Curriculum approval remains valid while:
The curriculum remains unchanged.
Accreditation remains active.
NIC Nigeria standards continue to be met.
Major curriculum revisions must be submitted for approval before implementation.
NIC Nigeria reserves the right to require periodic review of all approved curricula.
11. Curriculum Monitoring
NIC Nigeria shall monitor approved curricula through:
Academic audits.
Classroom observations where applicable.
Student performance.
Student feedback.
Instructor feedback.
Examination outcomes.
Graduate outcomes.
Inspection reports.
Monitoring aims to ensure continued compliance and continuous improvement.
12. Curriculum Review
NIC Nigeria shall periodically review its own curricula to ensure they remain current and effective.
Reviews may consider:
Advances in caregiving practice.
National health priorities.
International best practices.
Regulatory changes.
Employer feedback.
Graduate performance.
Research findings.
Technological developments.
Accredited Training Partners may be invited to contribute to curriculum review exercises.
13. Responsibilities
NIC Nigeria shall:
Develop and maintain the Standard Curriculum.
Establish curriculum standards.
Evaluate submitted curricula.
Monitor implementation.
Maintain curriculum approval records.
Promote continuous improvement.
Accredited Training Partners shall:
Deliver only approved curricula.
Maintain curriculum integrity.
Seek approval before implementing major changes.
Cooperate with curriculum monitoring activities.
Maintain accurate academic records.
Approved Instructors shall:
Deliver curricula faithfully.
Use approved learning resources.
Maintain professional teaching standards.
Provide feedback for curriculum improvement.
14. Relationship to Certification
Completion of an approved curriculum alone does not entitle a learner to receive the NIC National Certified Nursing Assistant (NCNA) credential.
Professional certification remains subject to the requirements established under the Professional Certification Framework, including successful completion of:
The Fundamental Programme.
An approved Advanced Specialty Programme.
A verified supervised internship.
Any additional requirements prescribed by NIC Nigeria.
15. Appeals
Institutions may appeal curriculum approval decisions in accordance with the NIC Nigeria Complaints, Appeals & Disciplinary Framework.
Appeals shall be supported by appropriate evidence and submitted within the prescribed timeframe.
16. Review
This Framework shall be reviewed periodically by the Governing Council of the National Institute of Caregivers (NIC Nigeria) to ensure that caregiver education continues to reflect national needs, educational excellence, and international best practices.
