Part XI — Digital Credentials & Verification Framework

1. Purpose

The Digital Credentials & Verification Framework establishes the standards governing the creation, issuance, storage, management, verification, replacement, and protection of digital and physical credentials issued by the National Institute of Caregivers (NIC Nigeria).

This Framework ensures that every credential issued by NIC Nigeria is authentic, secure, verifiable, and protected against fraud.


2. Objectives

This Framework seeks to:

Maintain the integrity of NIC Nigeria credentials.

Prevent certificate fraud and forgery.

Promote employer confidence.

Support instant verification.

Establish a permanent digital credential repository.

Protect the reputation of NIC Nigeria.


3. Scope

This Framework applies to:

Membership Certificates.

Course Completion Certificates.

Advanced Specialty Certificates.

Internship Verification Certificates.

Professional Certificates.

Digital Badges.

Institutional Accreditation Certificates.

Curriculum Approval Certificates.

Instructor Approval Certificates.

Any future credential issued by NIC Nigeria.


4. Guiding Principles

All NIC Nigeria credentials shall be:

Authentic.

Secure.

Unique.

Permanently traceable.

Easily verifiable.

Protected against alteration.

Issued only through authorised NIC Nigeria systems.


5. Credential Types

NIC Nigeria may issue the following credential categories.

Membership Credentials

Evidence of membership within the Institute.


Academic Credentials

Awarded following successful completion of approved educational programmes.

Examples include:

Fundamental Caregiving Certificate.

Advanced Specialty Certificate.

Specialist Programme Certificates.


Professional Credentials

Awarded upon successful completion of all professional certification requirements.

Examples include:

NIC National Certified Nursing Assistant (NCNA).


Institutional Credentials

Issued to organisations approved by NIC Nigeria.

Examples include:

Accreditation Certificate.

Curriculum Approval Certificate.


Instructor Credentials

Issued to Approved Instructors.


Digital Badges

Issued to recognise achievements, competencies, certifications, and professional milestones.


6. Credential Numbering

Every credential shall receive a unique identification number generated by the NIC Nigeria Portal.

The numbering system shall ensure that no credential number is ever duplicated.

Credential numbers shall remain permanently assigned and shall never be reused.


7. Digital Badges

NIC Nigeria shall issue digital badges recognising significant achievements.

Examples include:

Student Member

Fundamental Graduate

Advanced Specialty Graduate

Internship Verified

Approved Instructor

Accredited Training Partner

Accredited Care Facility

Accredited Care Agency

NIC National Certified Nursing Assistant (Gold)

Digital badges shall be linked to the recipient's permanent record.


8. Verification System

NIC Nigeria shall maintain an online Verification Portal.

The Verification Portal shall enable authorised users and the general public, where appropriate, to verify:

Membership status.

Professional certification.

Course completion.

Institutional accreditation.

Instructor approval.

Curriculum approval.

Certificate authenticity.

Verification shall display only information necessary to confirm authenticity while protecting personal privacy.


9. QR Code Verification

Every credential issued by NIC Nigeria shall contain a secure QR Code.

The QR Code shall direct users to the official NIC Nigeria Verification Portal.

Verification shall confirm:

Credential authenticity.

Holder's name.

Credential type.

Date issued.

Current status.

Verification reference.


10. Public Register

NIC Nigeria shall maintain appropriate public registers, including:

National Professional Registry.

Accredited Training Partner Register.

Accredited Care Facility Register.

Accredited Care Agency Register.

Approved Instructor Register.

The Institute may establish additional public registers where necessary.


11. Digital Credential Repository

The NIC Nigeria Portal shall maintain a permanent digital repository of all credentials issued by the Institute.

Credential holders shall be able to:

View credentials.

Download credentials.

Share verification links.

Access digital badges.

Retrieve previously issued credentials.

NIC Nigeria shall maintain appropriate backup and recovery procedures to safeguard credential records.


12. Replacement Credentials

Replacement credentials may be issued where:

The original has been lost.

The original has been damaged.

A lawful change of name has occurred.

An administrative correction is required.

Replacement credentials shall preserve the original credential history.

NIC Nigeria may prescribe an administrative fee for replacement services.


13. Fraud Prevention

Any person who:

Forges an NIC Nigeria credential.

Alters an issued credential.

Uses another person's credential.

Presents a fraudulent credential.

Misrepresents verification results.

shall be subject to disciplinary action and, where appropriate, referral to law enforcement.


14. Security

NIC Nigeria shall implement appropriate technical and administrative safeguards to protect credential integrity.

These safeguards may include:

Secure document generation.

QR verification.

Digital signatures.

Audit logs.

Access controls.

Secure backups.

Encryption where appropriate.

The Institute shall periodically review and enhance security measures in response to emerging threats.


15. Responsibilities

NIC Nigeria shall:

Issue credentials.

Maintain verification services.

Protect credential integrity.

Investigate suspected fraud.

Maintain permanent credential records.

Credential holders shall:

Protect their credentials.

Report suspected misuse.

Use credentials honestly.

Verify information before sharing credentials publicly.

Employers and institutions are encouraged to verify credentials using the official NIC Nigeria Verification Portal before relying upon them.


16. Appeals

Disputes relating to credentials, verification results, or replacement requests shall be managed in accordance with the NIC Nigeria Complaints, Appeals & Disciplinary Framework.


17. Review

This Framework shall be reviewed periodically by the Governing Council of the National Institute of Caregivers (NIC Nigeria) to ensure that credential management and verification practices remain secure, reliable, and consistent with technological developments and international best practices.
