1. Purpose
The Inspection & Compliance Framework establishes the standards, procedures, and governance for monitoring, evaluating, and maintaining compliance among organizations operating under the authority of the National Institute of Caregivers (NIC Nigeria).
The Framework ensures that Accredited Training Partners, Accredited Care Facilities, and Accredited Care Agencies continue to operate in accordance with the standards established by NIC Nigeria.
Inspection is intended to promote quality improvement, safeguard learners and care recipients, and strengthen confidence in the caregiving profession.
2. Objectives
This Framework seeks to:
Ensure continued compliance with NIC Nigeria standards.
Promote safe, ethical, and high-quality caregiving services.
Protect students, care recipients, and the public.
Support continuous institutional improvement.
Identify risks before they become serious failures.
Provide fair and transparent regulatory oversight.
3. Scope
This Framework applies to:
Accredited Training Partners.
Accredited Care Facilities.
Accredited Care Agencies.
Approved Internship Providers.
Approved Instructors where applicable.
4. Principles of Inspection
All inspection activities shall be guided by the following principles:
Fairness.
Transparency.
Independence.
Objectivity.
Professionalism.
Evidence-based decision making.
Continuous improvement.
Respect for institutions and stakeholders.
Inspections are intended to improve quality, not merely to identify faults.
5. Types of Inspection
NIC Nigeria may conduct the following inspections.
Initial Inspection
Conducted before accreditation is granted where required.
Routine Inspection
Conducted periodically as part of ongoing accreditation monitoring.
Renewal Inspection
Conducted before annual accreditation renewal.
Follow-up Inspection
Conducted to verify that corrective actions have been implemented.
Special Inspection
Conducted where:
Serious complaints are received.
Public safety concerns arise.
Significant non-compliance is suspected.
Directed by the Governing Council.
6. Areas of Inspection
Inspections may evaluate:
Governance
Leadership.
Management structure.
Institutional policies.
Record management.
Facilities
Safety.
Accessibility.
Hygiene.
Learning environment.
Equipment.
Emergency preparedness.
Training Quality
Curriculum implementation.
Instructor qualifications.
Student records.
Assessments.
Attendance records.
Care Quality
For Care Facilities and Care Agencies:
Quality of care.
Staffing.
Safeguarding.
Client records.
Medication practices where applicable.
Infection prevention and control.
Incident management.
Compliance
Accreditation conditions.
Regulatory obligations.
Previous corrective actions.
Ethical standards.
7. Inspection Process
The standard inspection process shall include:
Inspection planning.
Notification (where appropriate).
Document review.
Site inspection.
Interviews.
Observation.
Evidence collection.
Exit meeting.
Inspection Report.
Compliance Decision.
Special inspections may be conducted without prior notice where circumstances justify.
8. Inspection Reports
Every inspection shall result in a written report.
The report shall include:
Scope of inspection.
Findings.
Areas of good practice.
Areas requiring improvement.
Non-compliance identified.
Recommendations.
Required corrective actions.
Compliance timeline.
Reports shall be retained within the NIC Nigeria Portal.
9. Compliance Ratings
NIC Nigeria may assign one of the following ratings:
Fully Compliant.
Substantially Compliant.
Partially Compliant.
Non-Compliant.
Compliance ratings shall inform accreditation decisions and renewal outcomes.
10. Corrective Action Plans
Where deficiencies are identified, the organization shall prepare a Corrective Action Plan.
The Plan shall include:
Identified deficiency.
Proposed corrective measure.
Responsible officer.
Target completion date.
Evidence of completion.
NIC Nigeria shall monitor implementation.
11. Monitoring
Compliance monitoring may include:
Periodic reports.
Follow-up inspections.
Portal-based reporting.
Student feedback.
Staff feedback.
Client feedback.
Review of submitted evidence.
Monitoring shall continue throughout the accreditation period.
12. Responsibilities
NIC Nigeria shall:
Conduct inspections.
Prepare inspection reports.
Monitor compliance.
Maintain inspection records.
Provide guidance where appropriate.
Protect the integrity of accreditation.
Accredited Organizations shall:
Cooperate with inspections.
Provide requested records.
Facilitate access to premises.
Implement corrective actions.
Maintain compliance throughout the accreditation period.
13. Non-Compliance
Examples of non-compliance include:
Failure to maintain accreditation standards.
Employment of unapproved instructors for accredited programmes.
Unsafe environments.
Falsification of records.
Obstruction of inspections.
Failure to implement corrective actions.
Misrepresentation of accreditation status.
Breach of NIC Nigeria policies.
14. Enforcement Measures
Where significant non-compliance is established, NIC Nigeria may:
Issue advisory recommendations.
Require corrective actions.
Place the organization under enhanced monitoring.
Suspend specific activities.
Suspend accreditation.
Revoke accreditation.
Remove the organization from the Public Register.
Enforcement actions shall be proportionate to the seriousness of the non-compliance.
15. Recognition of Excellence
Inspection is also intended to recognise and encourage excellence.
Organizations demonstrating exceptional performance may receive formal recognition from NIC Nigeria, including eligibility for designation as a **NIC Nigeria Centre of Excellence**, subject to the requirements of the Accreditation Framework.
16. Appeals
Organizations may appeal inspection findings or enforcement decisions in accordance with the NIC Nigeria Complaints, Appeals & Disciplinary Framework.
The submission of an appeal shall not automatically suspend enforcement actions unless directed by NIC Nigeria.
17. Review
This Framework shall be reviewed periodically by the Governing Council of the National Institute of Caregivers (NIC Nigeria) to ensure that inspection and compliance processes remain effective, transparent, and aligned with national and international quality standards.
