1. Purpose
The Professional Certification Framework establishes the standards, eligibility requirements, assessment criteria, certification processes, and governance for professional credentials awarded by the National Institute of Caregivers (NIC Nigeria).
The Framework ensures that every individual certified by NIC Nigeria has demonstrated the knowledge, practical competence, ethical conduct, and professional standards required for safe caregiving practice.
NIC Nigeria shall serve as the sole Certification Authority for all credentials issued under this Framework.
2. Objectives
The objectives of this Framework are to:
Establish nationally recognised caregiver qualifications.
Promote excellence in caregiving practice.
Protect the public by certifying competent professionals.
Standardise certification requirements.
Maintain confidence in NIC Nigeria credentials.
Provide employers with a trusted means of verifying professional competence.
3. Scope
This Framework applies to:
Student Members.
Professional Members.
Accredited Training Partners.
Approved Internship Providers.
Accredited Care Facilities.
Accredited Care Agencies.
NIC Nigeria Administrators.
4. Guiding Principles
Professional certification shall be based upon:
Competence.
Integrity.
Fairness.
Transparency.
Accountability.
Public protection.
Continuous quality improvement.
No person shall receive professional certification without satisfying all prescribed requirements.
5. Categories of Certification
NIC Nigeria may award the following categories of credentials:
Academic Course Certificates
Awarded after successful completion of individual learning programmes.
These certificates confirm educational achievement only and do not confer professional status.
Examples include:
Fundamental Caregiving Certificate.
Advanced Specialty Certificate.
Specialist Programme Certificates.
Continuing Professional Development Certificates.
Professional Certification
Awarded after successful completion of all professional requirements established by NIC Nigeria.
The Institute's flagship professional credential shall be:
**NIC National Certified Nursing Assistant (NCNA)**
The NCNA recognises an individual as having met the educational, practical, and professional standards established by NIC Nigeria.
6. Eligibility for NCNA Certification
An applicant shall be eligible for NCNA certification only after successfully completing all of the following:
Active NIC Nigeria Membership.
Fundamental Caregiving Programme.
At least one approved Advanced Specialty Programme.
Minimum three-month approved internship.
Successful internship verification.
Compliance with all applicable NIC Nigeria requirements.
Meeting these requirements shall automatically qualify the applicant for certification processing through the NIC Nigeria Portal.
7. Certification Workflow
The certification process shall consist of:
Verification of membership status.
Verification of academic completion.
Verification of internship completion.
Review of student records.
Confirmation of eligibility.
Generation of certificate number.
Issuance of NCNA Certificate.
Issuance of digital badge.
Inclusion in the National Professional Registry.
The process shall be automated through the NIC Nigeria Portal wherever possible.
8. Certificate Design and Security
Every professional certificate shall include:
Unique certificate number.
NIC Nigeria seal.
QR verification code.
Certificate issue date.
Recipient's full name.
NIC Membership Number.
Professional qualification awarded.
Authorised signatures.
Security features prescribed by NIC Nigeria.
The NCNA Certificate shall be the Institute's highest professional credential and shall reflect its significance through a premium design.
9. Digital Credentials
NIC Nigeria shall issue secure digital credentials alongside printed certificates.
Digital credentials shall include:
Digital certificates.
Professional digital badges.
QR verification.
Online verification records.
Digital credentials shall carry the same authenticity as their printed equivalents.
10. National Professional Registry
NIC Nigeria shall maintain an official register of professionally certified caregivers.
The Registry shall include:
Membership Number.
Certificate Number.
Full Name.
Professional Qualification.
Certification Status.
Date of Certification.
Verification Status.
The Registry shall support public verification while protecting personal information in accordance with applicable laws.
11. Verification of Credentials
Employers, institutions, government agencies, and members of the public may verify professional credentials through the NIC Nigeria Verification Portal.
Verification shall confirm:
Identity of the certificate holder.
Authenticity of the credential.
Certification status.
Date of issue.
Current standing where applicable.
12. Replacement Certificates
NIC Nigeria may issue replacement certificates where:
The original certificate is lost.
The original certificate is damaged.
A legal change of name has occurred.
An administrative error requires correction.
Replacement certificates shall retain the original certification record while indicating that they are replacements.
Prescribed administrative fees may apply.
13. Suspension of Certification
Professional certification may be suspended where:
Fraud is established.
Misrepresentation is discovered.
Professional misconduct is under investigation.
A disciplinary decision requires temporary suspension.
A suspended professional shall remain listed in the National Professional Registry with the appropriate status displayed.
14. Revocation of Certification
NIC Nigeria may revoke professional certification where:
Certification was obtained fraudulently.
False documentation was submitted.
Serious professional misconduct is established.
A disciplinary tribunal orders revocation.
Revocation shall remove the individual's entitlement to present themselves as an NIC National Certified Nursing Assistant (NCNA).
15. Responsibilities
NIC Nigeria shall:
Establish certification standards.
Verify eligibility.
Issue certificates.
Maintain the National Professional Registry.
Operate the Verification Portal.
Protect the integrity of professional credentials.
Certified Professionals shall:
Uphold the Code of Ethics and Professional Conduct.
Maintain accurate membership records.
Use NIC Nigeria credentials responsibly.
Protect the reputation of the profession.
Cooperate with investigations where required.
16. Appeals
Applicants may appeal certification decisions in accordance with the NIC Nigeria Complaints, Appeals & Disciplinary Framework.
17. Review
This Framework shall be reviewed periodically by the Governing Council of the National Institute of Caregivers (NIC Nigeria) to ensure that professional certification continues to reflect national priorities, international standards, and the evolving needs of the caregiving profession.
